Apple Intelligence is finally coming to mainland China. According to a Bloomberg report published on October 14, Apple plans to switch on its AI platform in the country in December through the iOS 27.3 system update, ending a two-year regulatory wait that has left the world's largest iPhone market without the features US users have had since October 2024.
The first wave is deliberately modest: it consists of the features Apple shipped in the US two years ago - Genmoji custom emoji, notification summaries, Writing Tools, and the Clean Up object-removal tool in Photos. Apple's self-developed image generation tool, Image Playground, will not be included, and some text generation features will be limited in the initial release.
The most conspicuous absence is Siri. The redesigned Siri AI assistant that Apple unveiled this year will not ship in China with the December update, and insiders told Bloomberg that Apple management is not optimistic about a near-term China debut for the new Siri. The situation mirrors Europe, where the upgraded Siri has also yet to launch and no approval timeline has been given.
Getting there required a compliance architecture built around local partners. China's cyberspace regulator accepted the filing for the Apple Intelligence large model on July 8, and on September 29 Apple received the network access license that allows recent iPhones to enable the service. Under the approved setup, Alibaba's Qwen (Tongyi Qianwen) and Wanxiang models provide text and image understanding and content generation for Chinese users, while Baidu supports search and Siri-related functionality. Apple and Alibaba jointly developed safety guardrails that include a filter letting regulators review and approve subsequent model updates - a level of oversight no other market has.
The stakes are commercial as much as regulatory. Domestic rivals Huawei, Xiaomi, OPPO and vivo have shipped on-device AI features across their lineups for years, and Apple's absence has been a persistent drag in the premium segment. Chinese state media coverage of the approval chain also noted that newly licensed devices include the first foldable iPhone Duo, meaning Apple's most aggressive hardware push in the country will land with AI features that finally match what local competitors advertise.
Apple has not officially commented on the December timing, and both the feature scope and the date could still shift before rollout. But the direction is clear: the compliance machinery is in place, the models are licensed, and the remaining question is how quickly the newer Siri AI and image generation capabilities can clear the same regulatory path that the 2024 feature set just did.
