Thailand Pauses 49 Data Center Projects and Freezes 117 More as Southeast Asia's Power Grids Buckle

Thailand paused construction on 49 data center projects and froze approval decisions on 117 more in September 2026, the Guardian reports, as power and water constraints hit the region that Cushman and Wakefield says holds about 50 percent of all under-construction data center capacity in Asia-Pacific. In Malaysia's Johor, data centers already draw 24 percent of the state's power, a share Wood Mackenzie projects could reach 40 percent by 2035.

The AI data center arms race has hit its first hard stop in Southeast Asia. According to a Guardian report published on November 7, Thailand paused construction on 49 data center projects and halted approval decisions on 117 more in September 2026, citing insufficient regulatory detail for monitoring. The freeze lands on a sector that months earlier was on a roll: Thailand's board of investment had approved data center projects from TikTok, UAE-based Skyline and Singapore's Bridge Data Centres totaling a planned $27 billion.

Thailand is not alone. In Indonesia, the governor of West Java, the country's most populous province, halted a data center project over missing permits and an incomplete environmental assessment. The regional slowdown comes despite Southeast Asia having become the growth center of Asia-Pacific: while China holds the largest operational capacity, a 2026 Cushman and Wakefield report shows the region accounts for about 50 percent of all under-construction data center capacity in the region, led by Malaysia and Thailand.

The numbers behind that buildout are staggering. Malaysia's southern state of Johor grew its operational data center capacity more than tenfold, from 94MW in 2023 to 1,110MW in 2026, with another 3,088MW under construction or planned, and has attracted $40 billion in investment according to the state's head, Onn Hafiz Ghazi. Microsoft announced a $2.2 billion investment across Kuala Lumpur and Johor in 2024, and AirTrunk plans to spend $3 billion doubling its Johor facilities from two to four. Bangkok's pipeline stands at 2,084MW, greater Jakarta's at 1,699MW, with Microsoft building five data centers as part of a $1.7 billion Indonesian investment.

Power is the binding constraint. Energy consultancy Wood Mackenzie estimates data centers in Johor already account for 24 percent of the state's total electricity consumption, a share that could reach 40 percent by 2035. "The rapid growth of datacentre developments in Johor has the potential to create localized grid connection bottlenecks," said Wood Mackenzie analyst Alvin Tan. Thailand's energy minister, Akanat Promphan, has noted that data centers rely on expensive imported gas and called for a new electricity user category with higher tariffs.

Water and local politics are catching up too: in February, Johor saw its first public protest against a data center project by China's ZData Technologies over dust and water concerns. The arc echoes what Singapore went through a decade ago: after a 2019-2022 moratorium that branded data centers intensive users of water and electricity, the city-state has added just 95MW of operational capacity since 2023. The bottleneck, as the region is now learning, has shifted from capital to kilowatts, and the next phase of the AI buildout there will be slower and more conditional than the last one.
